About Us

Our team has a combined 100+ years in criminal and administrative investigations. We have investigated every imaginable criminal offense, leading to thousands of criminal convictions. As time has passed, we have seen the slow decline of government fiduciary commitments to law enforcement agencies, community law enforcement support, and the very real difficulties in recruiting and retaining future police officers. These well-known facts and meaningful conversations with business owners throughout the County is what lead to creation of Blue Line Solutions.

Our Team

Our team members have managed the Kern County California Multi-jurisdictional Methamphetamine Enforcement Team (Cal-MMET) and the Southern Tri-County High Intensity Drug Trafficking Area (STC-HIDTA), and two different gang units. We played an integral role in the creation of a small Unmanned Aerial Systems (sUAS) team for a local law enforcement agency and received extensive training from the Drug Enforcement Agency in the aerial recognition of marijuana and marijuana cultivation. Blue Line Solutions is comprised of subject matter experts in de-escalation, strategic/tactical communication, crisis negotiations, drugs & controlled substances, active shooter prevention and response, and survival mindset.

Our Founder

Richard Garrett

Richard has managed the Kern County Sheriff’s Office Special Investigations Division, which includes two narcotic units – the California Multi-jurisdictional Methamphetamine Enforcement Team (Cal-MMET) and the Southern Tri-County High Intensity Drug Trafficking Area (STC-HIDTA), and two gang units. He also served as the STC-HIDTA federal drug task force commander for two years. He was a Hostage Negotiator for seven years and the commander of the SWAT team for two years.

As a lieutenant, Richard has managed a large Type 1 jail facility; an active 500+ member Search and Rescue Unit; a small Unmanned Aerial Systems (sUAS) team; an Air Support Unit complete with four patrol helicopters, a medium lift hoist/rescue helicopter, and three fixed wing aircraft; a peer support team and the Critical Incident Stress Management (CISM) team.

Richard completed his MBA at California State University Bakersfield in 2020, and currently teaches “Ethics in Public Administration” for the university. He is a graduate of the eight-month Sherman Block Supervisory Leadership Institute and the ten-month Greater Bakersfield Chamber of Commerce “Leadership Bakersfield” program. 

Richard is a subject matter expert in de-escalation, strategic/tactical communication, crisis negotiations, drugs & controlled substances, and use of force. He has created state certified curriculum for de-escalation, tactical communications, and drugs & controlled substances. Richard has also helped the State of California rewrite the training curriculum for all police officers on the subject of drugs and controlled substance and also helped produce a training video.

As a manager, Richard has been responsible for budgets ranging from tens of thousands of dollars to as high as two million dollars. He has worked closely with federal, state, and county fiduciaries to ensure balanced budgets and the timely reconciliation of outstanding debt.

Our Founder

Reed Lovan

Reed Lovan is a home-grown Kern County boy.  He graduated from North High School where he was in the Marine Corps Jr. ROTC program.  He also competed as a pole-vaulter and gymnast.  Reed went to the University of Santa Barbara after high school and earned a spot on the Division 1 Men’s Gymnastics team coached by former Romanian Men’s National Team Coach Mircea Badulescu.  Reed was an honor graduate of United States Marine Corps Officer Candidates School Platoon Leaders Class Jr. before he went into business as an owner/operator of Stars Gymnastics Training Center in Bakersfield.

After the events of 9/11, Reed felt compelled to serve in law enforcement.  He completed the Extended Format Academy taught by the Kern County Sheriff’s Office (KCSO) and became a reserve deputy. Shortly after becoming a reserve deputy, Reed was driven to pursue a career in law enforcement.  He was hired full time by the Kern County Sheriff’s Office in 2005.  Since then, Reed has served in the Transportation unit, Metro Patrol, McFarland Contract City, the Delano Substation, The Special Investigations Division (Kern Narcotic Enforcement Team), Detectives Section, Glennville Substation, and promoted to the rank of Sergeant.  

Reed also held several collateral duties during his career with KCSO which included the East Area Special Enforcement Team and the Gang Enforcement Team.  Reed was also a Field Training Officer.

Reed now volunteers with the 911 At Ease International Organization advocating for counseling services to benefit all first responders. He is also active in other community groups and hopes to continue his service to the community in new and exciting ways.
